3 This is good, and it is pleasing in the sight of God our Savior, 4 who desires all people to be saved and to come to the knowledge of the truth. 5 For there is one God, and there is one mediator between God and men, the man Christ Jesus, 6 who gave himself as a ransom for all, which is the testimony given at the proper time. 1 Timothy 2:3-6
The desire of God is for all people to be saved not just a few. He has provided the way of salvation through the truth he has revealed through Jesus. There is no other way to be saved other than through the work Jesus has done to ransom those who believe in him. God is inclusive but his plan of salvation is exclusive. He has set the terms and has done everything necessary for everyone to be saved.
